Your local fire dept.
Best bet is your local government office, or county office. Each county, town, village, etc… may have different regulations.
You might try the local library as they should have, or can get, the latest Codes of New York State book.
The local Fire dept. would be a big help with codes and other fire prevention information.
Also the NYS Division of Code and Administration has a website with the information (see link below)
