With a fire going in the fireplace, measure the temperature over the fireplace where the tv is to be mounted. Is it close to room temperature or is it much hotter? If room temperature then it is safe. If it is several degrees hotter then what will happen is your tv will run hotter than normal and burn out sooner than it should.

Yes, assuming that you buy a good quality wall mount that will support the weight of your TV. It is also a good idea to hang the TV atleast 3 feet above the fireplace so no plastic will melt.
