it has been left outside so it’s very heavy rust.
i do not have a sandblaster. is there some kind of solution to use?

Well, If you can’t get your hands on a sand blaster, you can use a wire wheel in a drill or a wire cup or flap disk on a grinder. A wire cup would be the fastest of the three.
Sand blasting is the best way to really get the rust off. Of course most places use grit rather than sand.
wire brush it, then paint it with Navel jelly, [stops rust]
I wouldn’t remove anything. The structure of the stove will be compromised. I’d just use stove black.
I bought one that had been outside, too. All I did was polish it. It was 94 years old when I bought it.
build a fire in it, get it good and hot.let it cool and most of the rust will wipe off fairly easy. apply stove black and fire up again. i would do this outside a couple of times if possible.
